Frequently Asked Questions

BlueSolutions/Consumer-Driven Health Plans (CDHP)

What is BlueSolutions?

BlueSolutions, our suite of consumer-driven health plans, couples a medical plan with a consumer spending account. Our BlueSolutions for HSA product features one of our high-deductible health plans combined with a health savings account through London Health Administrators and Wells Fargo Health Benefit Services.

BlueSolutions provides you with lower premiums and tax savings, and offers your employees the tools, information, and other resources to make informed decisions about their healthcare and save for out-of-pocket expenses.

What is a consumer-driven health plan?

A consumer-driven health plan (CDHP) is designed to return control of healthcare dollars to the people who use them - consumers. CDHPs encourage members to help control costs by becoming more directly involved in the selection and purchase of healthcare services. Members can use funds in their consumer spending accounts at their discretion to pay for healthcare. Access to benefit and account information, health management programs and resources, and additional support helps them manage their expenses. Blue Cross & Blue Shield of Rhode Island (BCBSRI) CDHPs are built on several components. A medical plan that features a high deductible or an IRS-approved High Deductible Health Plan (HDHP) is combined with a consumer spending account (health reimbursement arrangement, or health savings account) to form the core of the program. Comprehensive health and wellness, disease management, and care coordination programs support members in making healthful lifestyle decisions and keeping existing conditions under control. Tools such as online benefit and financial account information provide additional support.

Who can benefit most from a consumer-driven health plan?

Consumers who want more choices and more control over their healthcare dollars, as well as a tax-free savings account to accumulate funds for current and future healthcare expenses, will benefit most from a consumer-driven health plan. These plans provide benefits that span a wide range of lifestyles. Individuals looking to accumulate savings for general or retirement purposes will be able to do so with tax advantages through a health savings account (HSA). Individuals who were previously uninsured due to the cost of coverage can now benefit from a consumer-driven health plan that more adequately fits their needs.
